The quickest way I can see is to open the Outlook Express scripts with Insert+0.  
Press F2 repeatedly till you get to the SayHighlightedText function.  Then look 
downward through the function for the line

Say(msg_UnreadMessage, ot_message);

Place a semicolon at the start of that line to prevent the statement from executing.  
I think that's all you should need to prevent the message from being spoken as you 
cursor through your InBox.  I hope this works for you.  I'm basing this on the Outlook 
Express scripts that came with the latest patch to JFW 3.3.
