outlook express jfw3.31 question

I have somehow moved all my created folders beneath my "drafts" folder.
I suspect that there is a point and click method that is very obvious to the
Braille impaired users of outlook express.  However, I can't for the world
figure out how to do it with any version of jfw.

If, indeed, the method of moving existing folders to another part of the
folder list is not jfw related, would you please e-mail me privately with
the secret?
