It sort of depends on which family of compilers you want.
Jaws for Dos works fine for me using the gnu family of products.
There are two permutations of this one.
the first one is the djgpp project
which you should be able to find by searching for djgpp on the web.
The second one is the cygwin project.
Both these packages offer command line interfaces that work nicely
with jaws for Dos. I use the Bash shell that comes with both ports
instead of the Dos prompt, and besides a few minor annoyances when you try to
use the Jaws cursor, I've had no problems at all.
And the best part, all that stuff is free.
