I've been pushing for a new BCEL release for quite awhile and not having the best luck. Mark Roberts from Programming Languages and Software Engineering group (PLSE) at the University of Washington submitted about a dozen patches at the end of January. The BCEL folks are waiting to release a new version until they get his patches in, but are also not actively reviewing the patches, which is making it take forever. At the rate of checking in one patch a month I'm guessing we're going to be waiting for another year
There was recently discussion about at least releasing the current code as an alpha version to Maven, which they seem pretty open to. Nothing's happening at the moment though, so it would be really helpful if you folks who are interested in it would chime in on the mailing list to show there is some demand for it.
