The XML is missing a namespace declaration for the wml prefix. Try 
changing the first line to:

<wml:MLWeather xmlns:wml="http://www.navteq.com/schemas/"; NAVTEQVersion="1.1.0" 
serialNumber="1251825849597"
feedCreation="2009-10-26T15:51:04.662Z">
