No cross platform test added. Existing test fixed to use
java.base/module-info.class. Also, piggybacking to fix
FileCopierPluginTest to avoid catching PluginException.
The changes looks right.
(At some point then I think we need to trim down some of the excessive
lines in ExcludeVMPluginTest.java to make future side-by-side diffs a
bit easier to look at).
