It seems that it tried {{amd64}} image not {{arm64}} image.
https://github.com/apache/arrow/runs/816007838#step:5:35 shows {{74435f89ab78}}
for {{FROM ${arch}/ubuntu:20.04}}.
https://travis-ci.org/github/apache/arrow/jobs/702939379#L204 also shows
{{74435f89ab78}} for {{FROM ${arch}/ubuntu:20.04}} and this also shows that
this uses {{amd64}} not {{arm64}}: {{20.04: Pulling from amd64/ubuntu}}.
This may be a bug of Archery. Archery may not pass the {{ARCH}} environment
variable correctly.
