[~emkornfield] from my end, the intention was always for the code to be
released under Apache v2 license (like the rest of the arrow code) to be
contributed so if there's any sort of IP clearance needed just let me know.
Given the size of this, should I try to chunk it up into multiple PRs or
otherwise? Or just drop the code bomb?
