Yes, that's the first thing I did.
arrow/cpp/debug/utfproc_ep-prefix/src/utfproc_ep-stamp/download-utfproc_ep.cmake
seems to be the problem. I uploaded that file.
It seems like, if the url is present, it tries to download it, even if it
has the local package in the local dir. And there comes the problem if
there are firewall restrictions.
