Since 4.0 lets you specify CSVConvertOptions when reading a dataset, you can
specify a type for that column only and let Arrow infer the rest. I think it
would be something like this (basically all the arguments get forwarded to
CsvConvertOptions/CsvReadOptions/CsvParseOptions as appropriate so it should
be exactly as you expect from read_csv)
