I added in the same Pull Request, the implementation for IS_DATE functions:
 * *IS_DATE([string] timestring, [string] format)* - Returns true if the string 
is castable for the format specified.
 * *IS_DATE**([string] timestring)* - Returns true if the string is castable 
for the default format  ‘YYYY-MM-DD’.
