Have you tried install the required dependencies: libcurl and openssl?
https://arrow.apache.org/docs/r/articles/install.html#s3-support has more
information (and possible package names for your distribution).
If that doesn't work: what are the error messages you're getting when you are
loading arrow and it is failing?
