I believe this is happening for two reasons:
1- we didn't explicitly add {{-DARROW_R_WITH_DATASET}} and
{{-DARROW_R_WITH_PARQUET}} in {{PKG_CFLAGS}} in
[https://github.com/autobrew/scripts/blob/master/apache-arrow]
2- in {{r/configure}}, none of the conditions under which
{{-DARROW_R_WITH_DATASET}} and {{-DARROW_R_WITH_PARQUET}} would be set are true
(which I think is expected?)
