The actual python build doesn't involve utf8proc, so it's only about ensuring 
that the tests don't fail when C++ isn't built with utf8proc?

In that case, I assume we could have a pytest marker for utf8proc, which could 
skip those tests (like we have several other markers). 

(of course, if we don't have build on CI that covers this, those markers would 
easily get outdated)
