Following ARROW-11673,
It seems users still need to manually up-cast index types when trying to
concatenate tables. Would be great if this could be handled automatically

pyarrow.lib.ArrowInvalid: Unable to merge: Field X has incompatible types:
dictionary<values=string, indices=int32, ordered=0> vs
dictionary<values=string, indices=int16, ordered=0>
