Good catch, this was only relatively recently relaxed in the format spec, and
implemeneted in C++ (https://github.com/apache/arrow/pull/7567,
https://issues.apache.org/jira/browse/ARROW-9287). Seems we forgot to update a
check in the python wrapper.
