So we could just change that default to TRUE and then in
[dataset.cpp|https://github.com/apache/arrow/blob/73f938694438342273cb1238e2085e032021ee1b/r/src/dataset.cpp#L326-L339]
also set the cache options. (And if desired, also expose a flag to not set
cache options or something.)
