We need to add a line like
https://github.com/apache/arrow/blob/d618498df6409e748e50d5a8266ddc33def08853/ci/docker/linux-apt-r.dockerfile#L82
to https://github.com/apache/arrow/blob/master/ci/docker/linux-r.dockerfile so
that we build R builds in parallel when that dockerfile is used
