https://github.com/apache/arrow/pull/11569 adds the dependency for the wheels,
so enabling the {{ARROW_GCS}} flag in {{ci/scripts/python_wheel_*_build.sh}}
along with a {{PYARROW_GCS}} flag should handle the wheel packaging aspects.
