[~kszucs] Go does build on ARM via travis for pull requests. The the travis 
config currently says that the build is allowed to fail though, the same is 
true for Go, Python and Java on s390x. 

Would it be sufficient to just change the travis config to make the Go ARM 
build no longer allowed to fail?
