For example https://issues.apache.org/jira/browse/ARROW-15138 introduced an API
modification that was missed in
https://issues.apache.org/jira/browse/ARROW-15061. We should fix the broken
build and add ARROW_WITH_OPENTELEMETRY=ON to CI to make sure we catch those
errors.
