I had a hard time understanding that when I used `pyarrow.csv.read_csv` to
convert CSV to Table, I couldn't specify the type of column with time zone with
something like `timestamp[ms]`.
It would be great to have aliases for timestamp with timezone (like
`timestamp[ms, tz=utc]`).
