The sub-task for R all seem to be resolved now, so I think this is done.
Looking at those tickets, the {{existing_data_behavior}} is already present in
version 6.0.1 and 7.0.0, but the other keywords ({{max_open_files}},
{{max_rows_per_file}}, {{min/max_rows_per_group}}) were only added yesterday
(https://github.com/apache/arrow/pull/12185) and so will only appear in the
next version 8.0.0 (or in the nightly packages)
