It has been already enabled since 
https://github.com/apache/arrow/commit/ddd9c6dd4e1155bd9050011889a8b712e91f4c46 
for both the manylinux and macOS wheels. Regarding windows, ORC is not 
supported there: https://orc.apache.org/docs/building.html
