Summary: [CI] Highlight number of failed builds in nighly report

It would be nice if the nightly e-mail subject would include the number of
failed builds.
So for example instead of:
{code}
[NIGHTLY] Arrow Build Report for Job nightly-tests-2022-04-19-0
{code}
have:
{code}
[NIGHTLY] Arrow Build Report for nightly-tests-2022-04-19-0: 3 failed, 0 pending
{code}
