ARROW-15639 solved by PR:[https://github.com/apache/arrow/pull/12590]
It broke some build packages because it requires Python 3.7. The summary of

The discussion on the fix was discussed in the PR thread itself: We should drop
support for Python 3.6 because Python 3.6 reached EOL.
