Another concern: if you take a look at 
https://github.com/ursacomputing/crossbow/actions/runs/2873952361, it takes 
quite a long time (more than one hour of GHA execution time).

The Debian Java JNI build is much shorter and can probably be made even shorter 
if using system dependencies (on a more up-to-date Debian): 
https://github.com/pitrou/arrow/runs/7885171489?check_suite_focus=true

So I'd rather like a short CI build on PRs even if there's a much longer one 
nightlies.
