We can close this.
I'll unify {{python/CMakeLists.txt}} and {{python/pyarrow/src/CMakeLists.txt}}
by ARROW-17838. It removes the CMake project name in
{{python/pyarrow/src/CMakeLists.txt}}. So we don't need to rename it.
