I was able to easily reproduce it using Docker.
First run bash inside the container:

ARCH=i386 DEBIAN=11 archery docker run -e ARROW_S3=OFF -e ARROW_GANDIVA=OFF
debian-cpp bash

Then under bash:

# /arrow/ci/scripts/cpp_build.sh /arrow /build
