Hmm...I wonder if the error actually has nothing to do with the opening of the 
file and is instead a problem with the printing of the error message. What 
happens if you do:

arrow::read_csv_arrow("C:/Doesn'tExistButHasAú")
#> Error: IOError: Failed to open local file 'C:/Doesn'tExistButHasAú'
{code}
