Nothing wrong - all looks RFC-4180 compliant.
However, subsequent parsing of CSVs like
entity,language
http://test.org/c1,""
http://test.org/c2,en
is more difficult when double quotes wrap only some fields and other not
(although it is fully compliant with RFC-4180)
