Even in PAPI, I think today we do not expose APIs for users to specify a 
customized `TimeWindow` for the created window store, could you point me to the 
use cases?

The only one that I can think of is in the {{Stores}} factory, but we still 
only allow users to define `window` or `sessionWindow` with no customized time 
window for variable sizes.
