Description: Since we will be removing the ZK dependency in most of the
admin clients, we only need to change the admin operations used on the server
side. Most of them will probably be covered in
https://issues.apache.org/jira/browse/KAFKA-6073. (was: This includes
ConfigCommand, ZkSecurityMigrator, ExportZkOffsets, ImportZkOffsets,
ReplayLogProducer, UpdateOffsetsInZK, and ReassignPartitionsCommand.)
