Hi [~nizhikov], just a note, I moved the methods
`{{{}TestUtils.setReplicationThrottleForPartitions{}}}` and
`{{{}TestUtils.removeReplicationThrottleForPartitions` from
`{}}}{{{}TestUtils` to `{}}}{{{}ToolsTestUtils{}}}{{{}` {}}}{{ as they are used
only }} by `TopicCommand` and `ReassignPartitionCommand`. To avoid the
converting between Scala and Java collections. The changes are here
