Kafka uses the URL encoded variant of base 64 (see [RFC 4648
§5|https://www.rfc-editor.org/rfc/rfc4648#section-5]), so {{+}} should be
replaced with {{-}} and {{/}} should be replaced with {{{}_{}}}.
Probably correcting the documentation to reflect this detail is the right fix
since I assume [~jolshan] chose to use the URL encoded version for good reason.
