[~mimaison] AclCommand depends on `kafka.security.authorizer` and
`kafka.server` I can see tasks for moving ``kafka.security.authorizer` out of
core however I can't see any tasks for moving `kafka.server.KafkaConfig` do we
have any plans for this?
