This commit introduces a formatter for `RemoteLogMetadata`.
Example usage:
```bash
bin/kafka-console-consumer.sh --bootstrap-server localhost:9092 --topic
__remote_log_metadata --from-beginning --formatter
'org.apache.kafka.server.log.remote.metadata.storage.serialization.RemoteLogMetadataSerde$RemoteLogMetadataFormatter'
