Description:
Since JBOD is not yet supported in KRaft (see
[KIP-858|https://cwiki.apache.org/confluence/display/KAFKA/KIP-858%3A+Handle+JBOD+broker+disk+failure+in+KRaft]),
we need to prevent users from starting a ZK to KRaft migration if JBOD is used.
