Description: OffsetsForTimes api call should fail with
_IllegalArgumentException_ if negative timestamps are provided as arguments.
This will effectively exclude earliest and latest offsets as target times,
keeping the current behaviour of the KafkaConsumer. (was: OffsetsForTimes api
