This ticket is a little stale. Kraft does support manual unclean leader
election, but not automatic through the config.
Here is the reply I also shared on the mailing list:
When I asked some of the folks who worked on Kraft about this, they
communicated to me that it was intentional to make unclean leader election a
manual action.
I think that for folks that want to prioritize availability over durability,
the aggressive recovery strategy from KIP-966 should be preferable to the old
unclean leader election configuration.
