Thanks for the patch. Did not look at the code yet, however, if we do this 
change we should bump the version. Using a older version and just gzip it will 
break the upgrade path. Second, I think we should not include the version 
number in the gzip data but only gzip the actual payload. This was, we can bump 
the version number to 4 and version probing should work as expected. Thus, the 
gzip improvement would kick in, after all instances got upgraded.

[~guozhang] Didn't we have another ticket to reduce the encoded metadata as you 
describe it in you comment?
