This PR is part of it, indeed, but also KIP-853 which, for the looks of the still open tasks, is not going to be ready for this release. This means (as per KIP-1012) that we need to have a 3.9 release. @jlprat , it would be good to discuss in mailing thread for this. But we should know first how long KIP-853 and this PR needed.
