This is a follow-up of https://issues.apache.org/jira/browse/KAFKA-17195
`transaction-coordinator` module has no tests and that is prone to cause build
failure (since we normally assume each module has tests). Hence, adding tests
not only increase test coverage but also fix possible bugs.
