   No, that might be incorrect - other modules will depend on 
`coordinator-common`. Actually this comment exists in almost all checkstyle 
files.
   Basically, we are disallowing accessing kafka package such that `import 
org.apache.kafka.ABCD` is not allowed and this is not module specific.
