This patch introduces a wrapper around [HdrHistogram](https://github.com/HdrHistogram/HdrHistogram) to use for group coordinator histograms, event queue time, event processing time, flush time, and purgatory time. Note that the wrapper refreshes histogram snapshots on a query/read basis - it does not refresh the snapshot if metrics(max, p99, etc) are never queried.
