Description:
remove mirrorSourceConfig `use.incremental.alter.configs`
the properties `use.incremental.alter.configs` is deprecated, see
[https://kafka.apache.org/documentation/#mirror_source_use.incremental.alter.configs]
and
[https://cwiki.apache.org/confluence/display/KAFKA/KIP-894%3A+Use+incrementalAlterConfigs+API+for+syncing+topic+configurations]
We can consider to remove them in 4.0.
After the update, the behavior should match the current version with the
{{require}} configuration set.
