The situations where the tasks are being restarted are because new task configs
were written to the config topic, because this function returned true:

You can turn on debug logging there to see the reason why the runtime decided
to propagate task reconfiguration & restart tasks.
KAFKA-17627 is adding a new way to trigger restarts in addition to the existing
reasons, and should cover the situations that you're missing.
