Unlike SharePartition fetchSharePartition(SharePartitionKey
sharePartitionKey), this method can return null. Should all callers check for
null explicitly?
Could we name them differently so that the semantic is clear? Perhaps
`getOrCreateSharePartition` and `sharePartition`?
