This patch introduces the ConsumerGroupRegularExpression record (key + value) and updates the `GroupMatadataManager` and the `ConsumerGroup` to bookkeep it appropriately. Note that with this change, regular expressions are counted as subscribers in the `subscribedTopicNames` data structure.
