   Our CI requires the 'ci-approved' label to run for non-committers, and the 
list in .asf.yaml grants permission to add this label. It would be beneficial 
to add recent active contributors to this list to ensure they aren't blocked 
from using the CI. We can use GitHub APIs to rank contributors based on 
activity in the last 3 months.

   I understand that ranking based solely on commit count isn't perfect. For 
instance, contributors like @dongnuo123, @gaurav-narula, @kirktrue and @OmniaGM 
have made significant contributions but might be busy on specific PRs recently. 
However, it's always helpful to have a visible and straightforward way to build 
the list to avoid any confusion. Additionally, I'd like to send an email to 
Infra to request increasing the capacity of the list so we can include more 
great Kafka contributors.
